City of Dover, New Hampshire

EEI is partnering with the City of Dover, New Hampshire on a multi-phase energy performance contract focused on reducing energy consumption, modernizing aging infrastructure, and improving comfort across municipal facilities. As the first step in this long-term initiative, EEI completed a comprehensive energy audit of 15 city-owned buildings, providing the City with a clear, data-driven roadmap for efficiency improvements and renewable energy opportunities.

The audit included detailed HVAC assessments, building evaluations, and a solar feasibility study with structural analysis to identify facilities capable of supporting rooftop solar installations. This work established the technical and financial foundation for Phase 1, which is currently in development and scheduled for implementation in 2026.

Phase 1 focuses on high-impact upgrades at key community facilities, led by major improvements to the City’s Community Center. Planned measures include a new roof designed to support solar panels, boiler replacement, heat pump installations, upgraded ventilation and cooling for the gymnasium, and improved insulation. Additional solar design and installation is planned for the Public Works Complex, Ice Arena, Fire Station, and Water Treatment Facility, advancing the City’s sustainability and energy resilience goals.
